Mister the Secretary General,
We are pleased to send you our respectful greetings and urgent requests of the Vietnamese people and ask that you pay special attention to the desperate situation of our country:
- In Vietnam, our right to self-determination is taken away, our basic human and civil rights are trampled to the extreme, intolerable,
- Externally, China is gradually invading our country and plundering our resources from the sea to the inland, in the face of the Vietnamese socialist government's inability to protect the country.
A situation that can only get worse because of the Vietnamese Communist Party’s multifaceted dependence on the Chinese Communist Party.
We are constantly calling on the United States’ support to our struggle to reclaim our right to self-determination because the United States had joined our Republic of Vietnam in fighting against the Vietnamese and international communist groups headed by China to protect our country and prevent the red wave from flooding Southeast Asia.
The struggle has failed for reasons that you and the world know. But the mission to protect this strategic area of the globe is still relevant and more urgent because of China's unruly actions that expand by force and threaten to block the world's lifeline from the Indian Ocean to the Pacific Ocean.
The United States is still the number one power in this vital region, so we feel it is our duty to present to the President Joseph R. Biden the geopolitical situation related to the destiny of Vietnam in the midst of ongoing tension in this area.
We take the liberty of forwarding to you a copy of our last July 4 letter to the President of the United States and a copy of the 2018 Roadmap to Democratization of Vietnam that we sent to the Vietnamese Communist Party Politburo to implore you and the United States to support our campaign for a future Vietnam of freedom, democracy, respect for human rights and civil rights, as provided by the Paris Agreement of January 27 and the Act of March 2, 1973, signed by 12 governments before the Secretary-General of the United Nations, committed “to strictly respect and scrupulously implement the Agreement and the Protocols”.
A free and internationally supervised general election is certainly a reasonable, legal, and satisfying solution that should allow the Vietnamese people to exercise their right to choose a political system according to their will and make Vietnam a worthy future contributor to democratic countries to stop China's attempts to expand by force and undermine the security of East Asia and the Pacific.
A free general election would be also a political solution to promote the peaceful evolution In Vietnam and to save the inevitable heavy spillovers of a decisive confrontation of the vast majority of Vietnamese patriots against the communist regime. The communists have oppressed them for too long and now bind the whole country in an isolated position, clearing the way for the Chinese Communists to carry out their plot to Sinicize the Vietnamese nation as they did with the Tibetan, the Uyghur.
We and certainly all of Vietnamese do not want history to repeat one thousand (1000) years of Chinese domination until we were liberated by our King Le in 1428, driving the Chinese out of our country.

Faithfully reflecting the determination of the vast majority of the Vietnamese people, we look forward to your precious support and renew here our heartfelt gratitude towards you.

Re: Proposing to jointly implement the democratization solution to national development and national salvation.
Ladies and gentlemen,
In the face of the imminent danger of Sinicization and the tense situation in Southeast Asia that directly threaten the fate of our country, the Government de Jure of the Republic of Vietnam and on behalf of the Vietnamese National Self-Determination Movement, I send you this message to convey the concern of compatriots in the country and abroad. Successive vibrant protests and reactions of the majority of the Vietnamese citizens from North to South, even though suppressed by your government, have shown our people's patriotism and determination not to let Vietnam fall in the hands of the enemy.
On one hand, the growing division and opposition in important structures of your socialist regime coming from the competition for leadership of the Communist party and the open or secret opposition of the people, have seriously undermined the ability to defend the country against invaders.
On the other hand, in foreign affairs, your dependence on China does not allow you to stand squarely with other countries, led by the United States, which are forming an alliance to prevent China's expansion strategy targeting Vietnam as the number one victim. If your enemy's enemies are your friends, you would not make the most of it yourself by taking advantage of this particularly favorable situation. Your inherent second row, double-standard policy is no longer valid as in the Cold War era of the last century. Your attitude to run around here and there, Beijing in the morning, Washington in the afternoon is no longer valid.
In the face of this peculiar situation in East Asia-Pacific, you cannot make a great choice for the establishment of the political field of our country: You must stand firm among the rows of democratic countries that are united to protect security and peace in this vast region of the world. Because of our country's strategic location, a balcony overlooking the Indo-Pacific but close by China, we will have difficulty if we stand alone against the northern neighbor who is plotting to invade our country and expand its power globally.
Ladies and gentlemen,
The fate of the country is in jeopardy, we are not allowed to wait any longer, but we must save the country by all costs including sacrifice.
This is a mission which is a common responsibility of all Vietnamese people. First, it is your responsibility because you have occupied the entire country for 43 years after violating the Paris Agreement of 1973 and invading the Republic of Vietnam in 1975 pushing Vietnam into the perils of today. Second, it is our mission for the Republic of Vietnam Government de Jure abroad to continue our unceasing struggle to restore our homeland from the day we had to leave, much like countries occupied by the Nazis in Europe during the Second World War of which France is an example.
We must walk together on a path to fulfill our people's aspiration for freedom and democracy, as intended by the countries that want to help Vietnam and want to see Vietnam as a democratic, rule-of-law, non-communist country, not in line with China, but aligned with the democratic countries in an alliance that would act quickly to stop Chinese transgression. We propose a roadmap to democratization that includes the following four stages:
1. The current communist institution is not suitable for the restoration of the right to self-determination for the people which should be established through general constitutional, legislative, elections under international surveillance to form a new democratic and free institution for Vietnam. and the current government should join hands with domestic and overseas compatriots to organize and participate in the general election for a democratic institution that is fully integrated with all stakeholders to mobilize all national force to save and rebuild the country.
2. The newly elected government should be a progressive and democratic regime respecting the opposition and forbidding all acts of revenge. This new government is an inclusive tent embracing and serving people of all ethnicities, religions, and political affiliations.
3. The existing armed forces, security forces, specialists, and civil service staff are maintained as it is with retraining to improve performance for change except for entities against the democratization or having a serious criminal offense.
4- To recognize the contribution of the Communists in democratization, the new regime is committed not to use legal action to prosecute Communist party members and they are free to ask for immigration visas to foreign countries without hindrance.
The above road map would be a necessary condition for a successful and non-violent democratization that will bring a new cycle of peace and great national unity giving us the ability to defend our motherland and build a mighty and prosperous Vietnam.
To carry out this national salvation project, the Republic of Vietnam Government De Jure respectfully recommends both sides to set up an exploratory meeting, without preconditions, to consider the proposed democratization roadmap. The place and date of the meeting will be discussed by the two sides as soon as possible in the face of tension in Southeast Asia related to Vietnam.
For the sake of the nation's utmost interests, in the face of a recurring disaster of one thousand (1000) years of Northern domination, and to meet the expectations of the entire population and the world's expectation to help our country defend itself and thrive, please accept the responsibility for the survival of the country before it is too late.
This is your last chance to choose your own future. History will judge us but if the path of a peaceful democratization is not accepted by you, compatriots will fight more fiercely than ever against those who put their own nefarious interests or the interests of the faction or of their party over the fate of the country. Those individuals will absolutely have to be sanctioned before the nation.

response from you all.

Chúng tôi không ngừng kêu gọi Hoa Kỳ hỗ trợ cuộc tranh đấu của chúng tôi đòi lại quyền dân tộc tự quyết của chúng tôi vì Hoa Kỳ đã cùng Việt Nam Cộng Hòa chúng tôi tranh đấu chống tập đoàn cộng sản Việt Nam và quốc tế đứng đầu là Trung Cộng để giúp bảo vệ đất nước chúng tôi và cũng đồng thời ngăn chận làn sóng đỏ tràn ngập Đông Nam Á Châu.
Cuộc tranh đấu đã thất bại vì những lý do mà quí vị và thế giới đã rõ.
Nhưng sứ mạng bảo vệ vùng chiến luợc này của địa cầu vẫn còn và càng cấp bách hơn vì các hành động ngang ngược của Trung Cộng bành trướng bằng vũ lực và đe dọa ngăn chận đường giao thông huyết mạch của thế giới, từ Ấn Độ Dương đến Thái Bình Dương.
Hoa Kỳ vẫn là cường quốc số một của toàn vùng trọng yếu này nên chúng tôi nhận thấy có nhiệm vụ trình bày lên vị tân Tổng Thống Joseph H. Biden tình hình địa-chính trị liên hệ trực tiếp đến vận mệnh của nước Việt Nam chúng tôi trong bối cảnh căng thẳng đang diễn tiến tại đây.
Chúng tôi mạn phép chuyển đến quí Vị để tường bản sao thư ngày 4 tháng 7 vừa qua của chúng tôi gửi cho Tổng Thống Hoa Kỳ và bản sao Lộ trình dân-chủ-hóa Việt Nam mà chúng tôi đã gửi cho bộ Chính Trị đảng Cộng sản Việt Nam với thỉnh cầu khẩn khoản quí Vị cùng Hoa Kỳ hỗ trợ cuộc vận động của chúng tôi cho một nước Việt Nam tương lai tự do, dân chủ, thượng tôn nhân quyền và dân quyền mà Hiệp Định Paris ngày 27 tháng 1 và Định Ước ngày 2 tháng 3, 1973 đã qui định và 12 chính phủ đã ký trước Tổng Thư Ký Liên Hiệp Quốc cam kết tôn trọng triệt để và thực hiện toàn vẹn. Một cuộc tổng tuyển cử tự do được quốc tế giám sát để nhân dân Việt Nam thưc hiện quyền lựa chọn một thể chế chính trị đúng theo ý muốn của mình chắc chắn là một giải pháp hợp lý, hợp pháp, hợp lòng dân Việt yêu chuộng hòa bình và tự do, mong được trong tương lai, góp sức xứng đáng với các quốc gia dân chủ chận đứng mưu đồ của Trung Cộng bành trướng bằng vũ lực và phá hoại nền an ninh của Đông Á- Thái Bình Dương.
Một giải pháp chính trị kết thúc diễn biến hòa hình ở Việt Nam sẽ tiết kiệm được những đổ vỡ nặng nề khó tránh khỏi của một cuộc đối đầu quyết liệt của đại đa số nhân dân Việt Nam yêu nước nhất định chống lại chế độ cộng sản đã áp chế họ quá lâu rồi và nay còn trói buộc cả nước trong một tư thế cô lập dọn đường cho Trung Cộng thực hiện mưu đồ Hán hóa dân tộc Việt Nam như chúng đã làm với các dân tộc Tây Tạng, Ngô Duy Nhĩ.
Chúng tôi và chắc chắn toàn dân Việt Nam chúng tôi không muốn lịch sử tái diễn 1000 năm bị Trung Hoa đô hộ cho đến khi được Vua Lê giải thoát năm 1428, đánh đuổi quân Tàu ra khỏi đất nước chúng tôi.
